Why did you decide to serve in local government?
I served on a number of civic organizations including the Boys and Girls Club of the Gila Valley as a Board Member and later as
President; Mt. Graham Regional Medical Center as a Board member and Officer; and I have also coached my daughters ASA Softball team
for several years. Additionally, I serve as a member of our neighborhood swimming pool association. I have always believed that
giving back through service to community in any form is the right thing to do. The opportunity to serve in the Thatcher Council
came in 1992 when a vacancy was created after a councilman resigned. My wife encouraged me to petition for the vacancy. The thought
of petitioning for councilman had never crossed my mind so I just figured why not; it's time to enter this arena. The Town of
Thatcher has the reputation of being conservative and I wrote in my letter of petition that I believed I had much to offer in
helping our town government stay the course. I was appointed and sworn in on November 1992.

You may have recently read media accounts regarding the Fiesta Bowl and some of its activities that have come under legal scrutiny.
Some elected officials' conduct has also been scrutinized with respect to the receipt of free travel and possibly free tickets to
football games. One of the laws that is getting these elected officials into hot water also applies to mayors and council members,
so it is advisable to have a general working knowledge of these laws. The first call that should be made if there are any questions
about what is proper is to the city attorney. This is very important, because a knowing violation of this law is a criminal
offense. The earlier the advice from an attorney is sought, the better the chances of staying within the requirements of the law.

Utah State Senator Steve Urquhart was one of the first elected officials in the United States to embrace social media to engage his
constituents. And, somehow, he has lived to tell the tale. On May 25, 2011, from 9 a.m. to noon, at the Phoenix Hyatt Regency, Steve
will lead a social media training session for Arizona state and local government officials and staff. The event is free, and is
designed to help officials use social media to engage citizens and to involve them in their government. The Town Square is moving
online, and this event will help government officials and staff find their way around in that new and exciting environment. The
event will address why social media matters, the do's and don'ts of social media, the basic tools, and practical applications of
social media. Event details can be found at here. Space is
limited for this event.

The most recent edition of Public Personnel Management, focused solely on one of the hottest issues facing today's public sector
human resource professionals: workforce and succession planning. During the 2004 IPMA-HR International Training Conference, numerous
sessions focused on the growing need to implement workforce and succession planning systems in order to address the mass exodus of
workers that is anticipated in the next five to ten years. In both Public Personnel Management and at the conference, the issue of
leadership development was cited as a primary tool for preparing the workforce for the future.
