Amy is a graduate of Washington State University in Pullman, Washington, where she graduated with a degree in Social Sciences, minoring in Business Administration.




Macy Walker – Bio
Macy Walker Macy Walker is the Budget Manager for the City of El Mirage and has worked there for nearly five years. She also oversees their Capital Improvement Plan, Strategic Plan, and Performance Measures. She received her Master's in Business Administration while working at the University of Arizona in their Financial Services Office.

Lisette Camacho – Bio
Nancy Davidson Lisette Camacho has over 17 years of experience in government accounting, budgeting, and finance.

She began serving as Tempe’s Deputy City Manager, CFO in July 2024. She oversees the city’s financial services, budget, human resources, public works, and transportation and sustainability departments. She joined Tempe in August 2022 as the city’s Financial Services Director and oversaw the financial operations including accounting, procurement, tax and license, risk management, customer service and billing, and facilities.

Prior to joining the City of Tempe, she worked for the City of Glendale for more than nine years and served in progressively responsible positions including Controller, Assistant Budget and Finance Director, and Budget and Finance Director.

Lisette holds a Bachelor of Science degree in Global Business Management in Finance and a Post-Baccalaureate Certificate in Accountancy from Arizona State University and is a Certified Public Accountant.

Robert Drexler – Bio
Robert Drexler Robert Drexler has over 16 years experience in municipal finance and has been with Bullhead City, AZ for 6 years. Robert obtained his B.A. in Accounting from Hope College. Robert has been involved with several community groups and held leadership positions in Rotary and young professional organizations. In 2021 Robert was lead for Bullhead City in implementing a water billing system and converting the wastewater billing system for 20,000 accounts.

Crystal Hadfield – Bio
Crystal Hadfield Crystal Hadfield has been with the City of Willcox for almost 18 years. Crystal was promoted to Finance Director in July of 2014 and took on the additional role of City Clerk in 2017. Crystal is a graduate of the University of Arizona with a BS in Commerce.

Celina Morris – Bio
Celina Morris Celina Morris serves as the Finance Director for the Town of Prescott Valley, bringing over 26 years of extensive experience in finance, accounting, and enterprise risk management across both public and private sectors. She has held several executive leadership positions, including Chief Fiscal Officer, Treasurer, Director of Finance, Director of Risk Management, and Corporate Controller for various organizations. Additionally, Celina has served as an auditor for Deloitte and Touche and KPMG.

Celina holds a Bachelor of Business Administration from the University of Alaska, Fairbanks, and a Master’s Degree in Accountancy from Saint Joseph’s College of Maine. She is a Certified Government Financial Manager (CGFM), Certified Risk Manager (CRM), and Certified Insurance Counselor (CIC), and is also a Certified Public Accountant.

Throughout her career, Celina has led and participated in over 36 implementations of systems such as financial and accounting, budget and forecasting, risk management information, human resources information and payroll, purchasing and contract management, grant management, financial and benchmark reporting, collections, debt management, and computer-aided dispatch.

Rachel Ormsby Rachel Ormsby has over 13 years of experience providing accounting and audit services to governmental entities, including extensive experience in Single Audits. As a member of FORVIS National Public Sector Group, she currently serves as an audit partner for numerous clients across Texas, Arkansas, and Arizona. She also serves as the Public Sector Market Industry Leader for the Arizona, Dallas, Fort Worth, and Waco practice units.

As an Audit Partner, Rachel is responsible for supervising the audit team, providing guidance to management and the engagement team, communicating audit results to City Council and management, and authorizing the signing and release of the audit reports. In addition, Rachel has conducted presentations, providing continuing professional education for local roundtables and regional chapters of the Government Finance Officers Association of Texas (GFOAT).

Rachel is a member of the American Institute of CPAs, Texas Society of CPAs, Government Finance Officers Association, GFOAz, and GFOAT. She serves on the GFOA’s Special Review Committee. In addition, Rachel serves on the Board and the Finance and Audit Committee of the North Texas Commission.

She was named a 2018 Rising Star by the Texas Society of CPAs.

Rachel is a 2010 graduate of Stephen F. Austin State University, Nacogdoches, Texas, with B.B.A. and M.P.A degrees.

Mike Showers – Bio
Mike Showers Mike Showers has been the Finance Director for the Town of Camp Verde since 2011. Mike comes from a background in for-profit and non-profit organizations, completing the tri-fecta with this position in government. Educated at ASU with a BS in Accountancy, Mike has spent his career working with mostly small and mid-sized organizations including his own non-profit organization which taught music, drama and dance to local students and community members in Camp Verde. Mike has served on the GFOAz Education committee for numerous years. Mike has been married for 33 years, has 4 grown children and 3 grandkids that are pretty much the focus of his life at this point.

Karin Smith Karin Smith received her Master in Business Administration from the University of Arizona in 2008. Her other college degrees include a Master of Educational Leadership from Northern Arizona University and a Master of Public Administration from Arizona State University. Before joining the consulting division of HeinfeldMeech in 2011, Karin’s experience included 12 years of experience working in school district governmental finance and grant programs management. Karin is also a Certified Administrator in School Finance and Operations (SFO) and Certified Fraud Examiner (CFE). She maintains memberships in the Arizona Association of School Business Officials (AASBO), Association of Certified Fraud Examiners (ACFE), Government Finance Officers Association (GFOA), and American Institute of CPAs.




Wendy Gomez – Bio
Wendy Gomez Wendy Gomez grew up in Tucson and obtained my BSBA degree in accounting and MPA with public finance concentration from the University of Arizona. I’ve worked for the Town of Oro Valley, a suburb north of Tucson with a population of about 45,000, since 2009, starting as their budget analyst and have been their deputy finance director since 2019. I primarily oversee the accounting operations for the Finance Department, but continue to be involved with budget operations as well. I enjoy running, traveling and reading.



Brian Wright – Bio
Brian Wright Brian Wright has been a municipal Finance Director for over 26 years. He is currently the Finance Director for the City of Eloy where he has held that position for the last 19 years. He has also worked for the City of Willcox and the City of Page. He was the GFOAz president in 2011 but has since been the organizer/chairman of the GFOAz golf tournament.

Mark Reader – Bio
Mark Reader Mark Reader Managing Director, Stifel Nicolaus has been a municipal bond investment banker for over 35-years in Arizona. He represents a variety of Cities/Towns/Counties and other municipal jurisdictions in connection with the issuance of their various types of debt obligations – as financial advisor or underwriter. His experience includes general obligation bond elections and subsequent bond sales, revenue bonds, utility bonds and WIFA transactions (acquisition and new money improvements), improvement district assessment bonds, certificates of participations and is a expert in the specialized area of Community Facilities Districts (CFDs and related issuance of general obligation bonds and special assessment revenue bonds) – for both master planned residential communities, utility and economic development projects. In 2021/22, Mr. Reader helped lead and manage with his Stifel colleagues approximately 25 PSPRS restructuring transactions totaling approximately $2 billion in transaction to assist our clients with their unfunded pension liabilities and related management.

Mr. Reader holds a bachelor of science in Accounting and Finance from the University of Arizona and holds his Series 7, Series 63 and Series 50 regulatory licenses.

Robin L. Schlimgen – Bio
Robin L. Schlimgen Robin L. Schlimgen is a Managing Director and head of BLX’s Phoenix location (which opened in the Spring of 2007). She is a 33-year veteran of arbitrage compliance services. Robin’s unique qualifications include arbitrage training from both accounting and law perspectives.

The foundation of Robin’s arbitrage experience is based on an accounting point of view during her 16-years at Ernst and Young. Robin was responsible for the preparation of hundreds of complex arbitrage reports, staff training, and technical calculation review. Before joining BLX, she served as the Senior Manager, in charge of the Arizona arbitrage practice and project management.

Robin’s arbitrage experience was further developed upon joining BLX and receiving additional training from the law/regulation stance. She is currently the project manager for numerous BLX clients. She conducts technical reviews for a wide variety of tax-exempt financings, including, but not limited to, local and state level, education, healthcare, housing, student loan, and transportation. Additionally, she trains new arbitrage consultants, ensures the timely preparation of reports, and resolves technical arbitrage questions from both staff and clients. Robin has spoken to several regional associations about arbitrage rebate and yield restriction regulations and often provides training sessions to clients.

Paul Gales, Esq. – Bio
Paul Gales Paul Gales focuses his practice on various types of tax-exempt and taxable financings, including general obligation, sales tax, revenue, special assessment, certificate of participation and municipal leasing issues and financings for water and sewer and education projects. Paul has represented issuers, underwriters, and other transaction participants in a comprehensive variety of municipal and finance transactions.

Alan Maguire – Bio
Alan Maguire Alan Maguire is the President and Principal Economist of The Maguire Company, an independent, economic forecasting, organizational and management analysis, and public policy consulting firm based in Phoenix, Arizona. The Maguire Company provides a broad spectrum of analysis and consulting services to corporations, and state and local government agencies throughout Arizona. The firm's services include: Project Management; Economic Analysis, Quantitative Analysis of Fiscal Issues, including state and local government budgets, expenditures, and revenues; Policy Issue Management; and Organizational Review and Restructuring. The firm's recent public sector clients include: Arizona Commerce Authority, Arizona Department of Transportation, Arizona Department of Administration, Cities of Phoenix, Glendale, Flagstaff, Queen Creek and Tucson, Coconino, Maricopa and Yavapai Counties, and the Maricopa and Coconino Community Colleges. The firm’s clients also include a variety of private concerns.

Prior to forming The Maguire Company, Mr. Maguire was a Senior Investment Banker with a regional securities firm. During his tenure, he was the leading public sector financial advisor in the state of Arizona and served as either senior manager or senior financial advisor on over $1 billion in tax-exempt financing. His clients included: Arizona Transportation Board, Arizona Department of Administration, Arizona State University, University of Arizona, Northern Arizona University, Cities of Prescott, Flagstaff, and others.

From 1983 to 1987, Mr. Maguire was the Chief Deputy in the Office of the State Treasurer. As such he had overall management responsibility for an annual cash flow of $6 billion and an internally managed, fixed income investment portfolio of more than $2 billion.

Prior to that, he served as the Economic Advisor to the Arizona State Senate, in which capacity he was the highest ranking, non-partisan policy staff member and was the involved in all legislation with either a direct or indirect impact on the fiscal structure of state and local governments in Arizona. Mr. Maguire was directly involved in helping to create: the 1980 Property Tax and School Finance reforms (the first fully equalized funding system); the 1980 State and Local Government Constitutional Expenditure Limits; the 1981 Highway User Revenue Fund revisions; the recodification of the Arizona Income Tax code; and numerous other complex legislative initiatives.

Mr. Maguire has advised every Arizona Governors for over 40 years on economic, fiscal, and policy matters, as well as multiple Arizona Senate Presidents, and multiple Arizona House of Representatives Speakers. In addition, he has served on numerous special legislative study committees and provides frequent expert testimony to legislative policy committees on state and local fiscal matters, among other topics. He has been involved in virtually every successful, significant fiscal policy formulation in Arizona since the late 1970’s, including but not limited to development of the street and highway (HURF) bonding structure, the design formulation of the Transportation Excise Tax and Regional Area Road Fund structure (funding for Maricopa Regional Freeways), the funding mechanism for the expansion of the Phoenix Convention Center, creation numerous special district structures, including the fiscal structure of the CAWCD, and the seminal work on the CFD structure, and dozens of other complex fiscal initiatives.

Mr. Maguire is involved in a wide array of community organizations including serving as President of the Arizona Economic Roundtable, immediate past Chair and current member of the City of Phoenix Employees Retirement System Board, the Arizona Public Safety Personnel Retirement System Board of Trustees, and the Arizona Legislative Finance Advisory Committee. He is past Chairman of the Arizona Economic Forum, past Chairman of the Arizona Town Hall, past Chairman of the Arizona State Retirement System Board of Trustees, past Chairman of the Arizona Public Safety Personnel Retirement System Board of Trustees Investment Oversight Committee, past President of the Maricopa County Industrial Development Authority, and a former member of the Arizona Board of Investment, Arizona Economic Estimates Commission and the Arizona Property Tax Oversight Commission.

He is an original, founding member of the Arizona, Western States, and Metro-Phoenix Blue Chip Economic Forecast Panels.

Zachary Milne – Bio
Zachary Milne Zachary Milne is the Senior Economist and Research Analyst for the Common Sense Institute AZ. Zachary works with the Arizona research team to craft important and thoughtful research concerning the Arizona economy.

Prior to CSI, Zachary attended Arizona State University, where he first attained a bachelor’s in economics and statistics, followed by a master’s degree in economics. Zachary has also worked in the Arizona Governor’s budget office, where he served as an economist. In this capacity he developed the state’s revenue forecasts, and advised a team of budget analysts on the creation of K-12 and Medicaid caseload figures for the State’s annual budget. He also advised the Executive policy and leadership teams on fiscal policy, and regularly presented detailed analyses on each of the dozens of tax bills introduced in the Arizona Legislature each year.

Zachary is originally from upstate New York, and is an enthusiastic NY Jets fan. He also served over eight years in the United States Air Force, and currently serves in the Arizona Air National Guard at the 161st Air Refueling Wing in Phoenix Arizona. He is a proud husband and father to four beautiful children.

René Guillen – Bio
René Guillen René Guillen is a Deputy Director at the Arizona League of Cities and Towns. René was born and raised in Tucson, Arizona. He began working in politics in 2003 when he interned for the Arizona House of Representatives. He returned to work as research staff for the House in 2005. In 2010 he began working for the League of Arizona Cities and Towns and in 2011 he became their Legislative Director. In January of 2015 he became the Policy Advisor on Government and Transportation for Governor Doug Ducey. In the fall of 2017, he left the Ducey administration to join the Town of Gilbert to serve as their Director of Intergovernmental Relations. In 2020 he left to rejoin the League as a deputy director serving under Tom Belshe. René has worked a wide variety of legislative issues including: HOAs, pension reform, illegal immigration, energy and water policy, transportation issues, deregulation, autonomous vehicles, occupational licensing, the sharing economy and local government issues. René and his wife Stacy live in Goodyear, AZ and have two children, Lincoln (8) and Charlotte (6).

The hotel block fills up fast! We recommend registering and booking your hotel room as soon as possible. Please note that you may only book one room per full conference attendee. The hotel group rate will end July 18. Online registration will close July 26.

GFOAz Scholarships

GFOAz is pleased to offer four scholarships to the 2024 Summer Conference. Active members are eligible to apply. Four recipients will receive up to $500 to be used toward reimbursement for registration cost, lodging and travel. For scholarship guidelines and to apply, click here.

Cancellation

Advance registrants unable to attend the Conference are eligible to receive a partial refund of your registration fee by sending a written request before July 26, 2024. If a written cancellation request is received before July 26, 2024, a $30 processing fee will be charged regardless of the reason for cancellation (including medical emergencies). Registrants who are unable to attend the conference may appoint a substitute. There will be no refunds for any cancellation after July 26, 2024. Cancellations must be emailed to info@gfoaz.org. Cancellations will not be accepted by telephone.
