The Controller role provides oversight to ADOT’s accounting and financial reporting teams, and establishes accounting policies. Michelle has a BS and Masters in Accounting from ASU and holds her Certified Public Accountant and Certified Government Financial Manager designations

- Participated in a wide range of accounting matters over 23 years of service to the State of AZ, from the implementation of new systems and processes, to the development of internal control systems, and mentoring and facilitating internship opportunities

Liz Rizkallah Liz Rizkallah, MAcc AZ Department of Transportation Accounting Manager

- The Accounting Manager role oversees the Payroll and General Ledger/Fixed Asset functions in ADOT.

- Liz has a Bachelors and Masters degree in Accounting and has worked with the Department for over six years.

- Liz is passionate about learning, and she has had an opportunity to learn and contribute to ADOT in many different ways over these six years, as part of the Financial Reporting and the Contracts Payable teams, prior to her current role.

Fraud is ever present and ever changing. The presentation will cover newer fraud concerns, including fraud by remote workers and the impact of Artificial Intelligence, as well as present an update on current occupational fraud trends and how they are impacting the public sector.

Shauna Woody-Coussens Shauna Woody-Coussens is the national leader of FORVIS’s Public Sector Advisory Services division which provides internal audit, forensic accounting/fraud investigations, IT risk and compliance, and government accounting outsourcing services to federal, state, local and tribal government agencies and entities. She has more than 35 years of experience in forensic consulting and litigation support and was formerly a managing director in and the North Region Leader of FORVIS’s Forensic & Valuation Services division. Shauna’s forensic investigative experience includes fraud investigations for internally identified matters, in response to inquiries by third parties and regulatory bodies, as well as expert witness services in various industries related to commercial litigations.

In this session, we will discuss what is required to be included in the management’s discussion and analysis (MD&A), along with a discussion on changes applicable to the MD&A as part of GASB’s Financial Reporting Model Exposure Draft. We will discuss common errors and pitfalls applicable to the MD&A and how you can avoid them. Finally, we will discuss ways to improve the quality and usefulness of your MD&A, including tips, best practices, and example.

Rachel Ormsby– Bio
Rachel Ormsby Rachel Ormsby has over 13 years of experience providing accounting and audit services to governmental entities, including extensive experience in Single Audits. As a member of FORVIS National Public Sector Group, she currently serves as an audit partner for numerous clients across Texas, Arkansas, and Arizona. She also serves as the Public Sector Market Industry Leader for the Arizona, Dallas, Fort Worth, and Waco practice units.

As an Audit Partner, Rachel is responsible for supervising the audit team, providing guidance to management and the engagement team, communicating audit results to City Council and management, and authorizing the signing and release of the audit reports.

In addition, Rachel has conducted presentations, providing continuing professional education for local roundtables and regional chapters of the Government Finance Officers Association of Texas (GFOAT).

Rachel is a member of the American Institute of CPAs, Texas Society of CPAs, Government Finance Officers Association, GFOAz, and GFOAT. She serves on the GFOA’s Special Review Committee. In addition, Rachel serves on the Board and the Finance and Audit Committee of the North Texas Commission.

She was named a 2018 Rising Star by the Texas Society of CPAs.

Rachel is a 2010 graduate of Stephen F. Austin State University, Nacogdoches, Texas, with B.B.A. and M.P.A degrees.

Lee Grafstrom, Tax Policy Analyst, League of Arizona Cities and Towns

Lee Grafstrom – Bio
Lee Grafstrom Lee Grafstrom provides guidance to cities and towns on all local TPT (sales tax) issues, as well as helping with budget and finance matters. He represents municipalities before the Municipal Tax Code Commission regarding changes to the Model City Tax Code (MCTC); prepares ordinances, resolutions, and council memos for tax issues; and acts as the cities’ liaison to the Arizona Department of Revenue. Lee is a member of the City Tax Administrators Council and chairs the MCTC Review Committee working to simplify and modernize the MCTC. During the legislative session, Lee protects the financial interests of cities by analyzing bills to determine their potential impact on city revenues and procedures, preparing position papers for the League’s legislative team, testifying as a technical expert before legislative committees, and negotiating amendments and final language for tax and finance bills. Lee was the Tax Audit Supervisor for the City of Chandler for more than 14 years before joining the League in 2014. He began his career in state and local tax in 1991 as a sales tax auditor for California in their Chicago office. Lee is an Air Force veteran with a bachelor’s degree in accounting from Illinois, earning his Master of Public Administration from Arizona State University.

Randie Stein – Bio
Randie Stein Randie Stein is a Managing Director with the Financial Services Firm Stifel, Nicolaus & Company. Ms. Stein has 20 years municipal finance experience. Her previous experience includes 10 years as a key fiscal analyst for the Arizona State Senate and 5 years as a public policy consultant. Ms. Stein assists with bond transactions including preparation of rating agency materials, conducting specialized financial studies and research, and developing financial models. Areas of expertise include Arizona revenue and taxation, State land trust, property taxation, Arizona retirement programs and substantial Arizona legislative experience. Ms. Stein’s municipal finance experience includes general obligation bonds, revenue bonds and certificates of participation. Ms. Stein works with numerous county, special district, school district and city/town clients around the State. She has expertise with property tax related elections and Arizona jurisdictions capital funding and expenditure limit issues.

Ms. Stein is a graduate of the University of Arizona where she received her Bachelor of Arts Degree in Economics and Arizona State University where she received her Master’s Degree in Economics.

Ms. Stein actively participates with numerous Arizona school district and municipal organizations, and is a frequent speaker. She serves as a member of the Board of Trustees for the Arizona Public Safety Personnel Retirement System and previously served on the Governor’s Citizens’ Finance Review Commission, on the Commission on Salaries for Elected State Officers and as the Interim Executive Director of the Arizona School Facilities Board.
