The 2023 League Annual Conference is upon us, and I look forward to seeing you there!


As President of the League of Arizona Cities and Towns, it is my honor to welcome you to the 2023 League Annual Conference. I believe that your perspective, talent, and expertise are pivotal to our future as a League, our future as a state, and our future as leaders aiming for community excellence in Arizona.

If communities are to be excellent, we must collaboratively draw from each other’s wisdom to become innovative with how we address problems, and efficient in growth and leadership for our individual cities and towns. Your presence at the League Conference is testimony to the fact that we are all striving for progress in our communities, to build a brighter future for our constituents.

Each League Conference is an experience to learn from speakers, attend workshops, network with colleagues, and to learn from one another. I am confident that this year will be even more remarkable with the events and items in store, thanks to the dedicated work of the League staff, and to the engagement and participation of government elected officials and leaders from across the state.

Advancing The Arizona We Want - Resilient Infrastructure & Sustainable Water Future

Arizona is at a pivotal juncture. Rapid growth and tremendous changes over the last decade reflect the state's unique advantages and present new challenges and opportunities. Tour of Titan Missile Museum
Location: 8:00 a.m. – San Luis


The Titan Missile Museum was the last of the 54 Titan II missile sites that were on alert across the United States from 1963 to 1987.

Go underground and back in time on the 45-minute guided tour. You’ll descend 35 feet into the missile complex, visit the launch control center, and experience a simulated launch of the missile. Then you’ll journey down the cableway to level 2 of the missile silo to get an up-close look at the Titan II missile itself. This tour lets you experience Cold War paranoia and American ingenuity while walking in the footsteps of the brave men and women who operated America’s largest land-based missile ever deployed.

What was once one of America’s most top-secret places is now a National Historic Landmark, fulfilling its new mission of bringing Cold War history to life for millions of visitors from around the world.

Tour Safety Notice: You must be able to safely descend and ascend 55 stairs (there is no elevator access to the underground silo). Visitors who are not able to descend and climb 55 stair steps for the guided tour can still enjoy the surface portion of the missile site.

Building Arizona’s Energy and Water Future: The Power of Adopting Green Building Codes

Building codes are a mundane yet powerful tool municipalities use to conserve water, improve air quality, reduce urban heat, and lower utility bills. This session will cover newly adopted green building codes in Scottsdale, an Arizona Department of Housing program that weatherizes homes of low-income residents free-of-charge, and a recently awarded DOE grant to develop resilience codes that will be available to all Arizona cities and towns.

The DOE grant recipient, the Resilient Southwest Code Collaborative, is a coalition of Arizona municipalities and other stakeholders that seeks to provide local leaders with tools and resources needed to address issues such as: How do we live within our water means? How do we make our communities safe from extreme heat? How do we do this affordably?

Join your fellow city and town elected officials and staff in a speed networking breakfast. Each participant will get one minute to share an issue that she/he is facing in their own community or on their council. Your issue can be big or small. Once you have shared your issue, everyone at the table will get one minute to share their initial impressions/reaction. Then the facilitator will announce a table change. Everyone will move to a different table based on a number sequence that avoids redundancy in the small groups. Participants can choose to use the same challenge/issue because your audience will have changed, or you may pose a new challenge to the group.

This session is designed to give you multiple ideas on how to deal with an issue in your community as well as introduce you to new colleagues throughout the state.

Greg Schwem As local elected officials, we deal with enough challenges in our lives. Greg Schwem, the “king of the hill in the world of corporate comedy” will wrap up our conference with a humorous break from the serious side of being a municipal elected official. Conference Cancellation:


Advance registrants unable to attend the conference are eligible to receive a partial refund of your registration fee by sending a written request before August 5, to the League office. If a written cancellation request is received before August 5, a $30 processing fee will be charged regardless of the reason for cancellation (including medical emergencies).

Registrants who are unable to attend the conference may appoint a substitute. There will be no refunds for any cancellation after August 5, 2023. Cancellations must be emailed to league@azleague.org.

Titan Missile Museum


The Titan Missile Museum was the last of the 54 Titan II missile sites that were on alert across the United States from 1963 to 1987.

Go underground and back in time on the 45-minute guided tour. You’ll descend 35 feet into the missile complex, visit the launch control center, and experience a simulated launch of the missile. Then you’ll journey down the cableway to level 2 of the missile silo to get an up-close look at the Titan II missile itself. This tour lets you experience Cold War paranoia and American ingenuity while walking in the footsteps of the brave men and women who operated America’s largest land-based missile ever deployed.

What was once one of America’s most top-secret places is now a National Historic Landmark, fulfilling its new mission of bringing Cold War history to life for millions of visitors from around the world.

Tour Safety Notice: You must be able to safely descend and ascend 55 stairs (there is no elevator access to the underground silo). Visitors who are not able to descend and climb 55 stair steps for the guided tour can still enjoy the surface portion of the missile site.
